EPFO New Withdrawal Rules: Employees Can Withdraw Up to 75% of PF Balance in Certain Situations

EPFO News: The Employees’ Provident Fund Organisation has introduced major changes to the rules governing partial withdrawals from provident fund accounts, making it easier for members to access their savings when they face important financial needs. Under the revised framework, eligible members can withdraw up to 75% of the eligible amount while keeping a portion of their retirement savings protected for the future.

The changes are aimed at simplifying the withdrawal process and reducing confusion caused by the earlier system, which had several different provisions, eligibility requirements and minimum service periods. According to the Ministry of Labour and Employment, the revised framework brings multiple partial-withdrawal provisions into three broad categories and reduces the minimum service requirement for partial withdrawals to 12 months.

What Has Changed Under the New EPFO Rules?

The new EPFO withdrawal framework gives members greater flexibility to use their provident fund savings for genuine financial requirements. One of the biggest changes is that members can withdraw up to 75% of the eligible amount in specified circumstances, while 25% of the contributions is earmarked as a minimum balance.

This 25% balance is intended to remain in the account so that members continue to have a retirement corpus and can benefit from interest and compounding over the long term. The government has said that the changes are designed to strike a balance between providing access to money during financial difficulties and protecting retirement savings.

The reforms also simplify the eligibility requirements. The minimum EPF membership period for partial withdrawals has been reduced to 12 months across categories, compared with different service requirements under the earlier system.

EPFO Withdrawal for Medical Treatment

Medical emergencies are among the situations for which EPF members can access their provident fund savings.

The revised framework continues to provide withdrawal facilities for illness and medical treatment. This can help employees meet significant healthcare expenses involving themselves or eligible family members, subject to the applicable EPFO conditions.

The purpose of this provision is to ensure that an employee does not have to depend entirely on other sources of finance when facing an unexpected medical expense.

Money Can Also Be Withdrawn for Education and Marriage

Education and marriage remain important purposes for which EPF withdrawals can be made.

Under the revised rules, the number of withdrawals permitted for education has been increased to 10 times during EPF membership. Similarly, withdrawals for marriage can now be made up to five times. This represents a significant change from the earlier combined limit of three partial withdrawals for marriage and education.

The changes are intended to make the provident fund more accessible when employees face major expenses at different stages of their lives.

EPFO Withdrawal for Housing Needs

EPF savings can also be used for certain housing-related requirements. These include purchasing a house or flat, constructing a home, making additions or alterations to an existing house and repaying an eligible housing loan.

The exact amount that can be withdrawn depends on the purpose and the applicable conditions under the EPF Scheme. EPFO’s official information continues to list housing-related withdrawals among the permitted non-refundable advances.

What Happens If an Employee Loses a Job?

Unemployment is another important situation covered by EPF withdrawal provisions.

Under the revised framework, members can access up to 75% of the eligible PF amount in cases covered by the withdrawal rules, while the remaining 25% is retained as a minimum balance. This is intended to give unemployed employees access to money during a difficult period without completely exhausting their retirement savings.

The government has also changed the timeline for premature final settlement of EPF. The waiting period has been extended from two months to 12 months. The government said this move is intended to discourage employees from closing their PF accounts immediately after leaving one job, particularly because many workers subsequently join another establishment.

Why Has the Final EPF Settlement Waiting Period Increased?

The extension of the final settlement waiting period is one of the important parts of the new EPFO framework.

According to the government, EPFO data showed that a substantial number of members who closed their PF accounts after the earlier two-month waiting period later returned to employment. In the 2024-25 financial year alone, more than 17.32 lakh members who had taken final settlement after two months subsequently rejoined the same or another establishment within one year.

The government believes that keeping the PF account active can help employees preserve their accumulated retirement savings and maintain continuity of service instead of withdrawing their entire balance during a temporary job transition.

EPS Withdrawal Waiting Period Increased to 36 Months

Changes have also been made to the withdrawal benefit timeline under the Employees’ Pension Scheme.

The period for availing premature final settlement of EPF has been extended to 12 months, while the waiting period for final pension withdrawal under EPS has been extended to 36 months. The government has said that the objective is to encourage continuity in pension benefits and prevent premature depletion of retirement-related savings.

It is important to distinguish between partial PF withdrawals and final settlement. A member may be able to access funds for eligible purposes without closing the entire EPF account, while final settlement involves withdrawal of the PF balance after leaving employment and meeting the applicable conditions.

New EPFO Rules Aim to Make Withdrawals Simpler

The earlier EPF system included 13 different provisions for partial withdrawals, each with varying eligibility conditions. The reforms consolidate these provisions into three broad categories and aim to make the process easier for members.

The government has also said that reducing documentation requirements and simplifying the rules could help speed up claim processing and reduce rejection caused by complicated eligibility conditions.

For members, the key takeaway is that the new EPFO rules provide greater flexibility for partial withdrawals while placing greater emphasis on preserving a portion of the retirement corpus.

What EPF Members Should Keep in Mind

Although the withdrawal rules have become more flexible, employees should not treat their PF savings like a regular bank account. The primary purpose of EPF is to provide financial security after retirement.

The new system allows members to access money for important needs such as medical treatment, education, marriage, housing and certain unemployment-related situations. At the same time, the 25% minimum balance provision is designed to ensure that a portion of the accumulated savings remains protected.

EPFO itself lists partial withdrawals for purposes including housing, illness, marriage, education and unemployment, while final settlement and pension benefits are governed by separate conditions.

Overall, the revised EPFO rules represent a significant shift toward easier access to provident fund savings while maintaining a focus on long-term retirement security. Employees who are considering a withdrawal should check their eligibility and the applicable conditions before submitting a claim, as the amount and requirements can vary depending on the purpose of the withdrawal.
