The Gujarat government has unveiled a Surat Flood Relief Package to support traders and small business owners who suffered heavy losses during the severe flooding caused by torrential rainfall in Surat earlier this month. The relief measures include direct financial assistance of up to ₹1 lakh, concessional loans of up to ₹30 lakh, and interest subsidies aimed at helping affected businesses recover and resume operations.
The announcement comes after widespread flooding on 6 July, when intense rainfall inundated several parts of Surat, damaging shops, business establishments, and commercial inventory worth lakhs of rupees.
Relief Package Announced for Flood-Affected Businesses
The state government approved the special assistance package during a Cabinet meeting, focusing on traders and small entrepreneurs who were not protected by insurance and suffered significant financial losses due to floodwaters.
Under the package, different categories of businesses will receive assistance based on the extent and type of damage.
Street vendors and handcart operators whose livelihoods were disrupted by the floods will receive ₹7,500 in financial aid.
Owners of small commercial cabins measuring up to 40 feet will be eligible for ₹25,000, while businesses operating from cabins larger than 40 feet can receive ₹50,000.
Traders whose permanent shops sustained flood damage will be entitled to financial assistance of up to ₹1 lakh.
Officials said the direct assistance for registered businesses will be available to traders who have filed their GST returns during the past three months, making GST compliance one of the eligibility requirements under the scheme.
Loan Scheme Designed to Help Businesses Restart
Alongside direct compensation, the Surat Flood Relief Package introduces a financial support scheme intended to help businesses restore operations and replace damaged stock or equipment.
Eligible traders will be able to access loans of up to ₹30 lakh, while the Gujarat government will provide an interest subsidy of 7% for a period of three years. The subsidy is expected to reduce borrowing costs and ease the financial burden on businesses recovering from the disaster.
The loan limits will vary according to a business’s GST turnover:
- Businesses with GST turnover up to ₹7 lakh can obtain loans of up to ₹20 lakh, along with interest assistance of up to ₹5 lakh.
- Businesses with turnover up to ₹7.5 lakh will be eligible for loans of up to ₹25 lakh and interest support of up to ₹8 lakh.
- Businesses reporting turnover above ₹7.5 lakh can receive loans of up to ₹30 lakh, with interest assistance reaching ₹10 lakh.
The government said the initiative is intended to ensure that businesses affected by the floods can recover quickly without facing excessive financing costs.
Thousands of Families Have Already Received Immediate Relief
Apart from business assistance, the Gujarat government has continued relief efforts for residents impacted by the flooding.
According to officials, more than 19,000 people have already received emergency cash assistance and household relief under various disaster support measures. The relief distribution was initiated under the guidance of the Chief Minister to provide immediate financial help to affected families.
Authorities have also taken steps to restore normalcy across the city by strengthening public health and sanitation services. Door-to-door health surveys, medical camps, and special cleanliness drives have been carried out in flood-affected areas to reduce the risk of disease outbreaks after the water receded.
More than 9,000 sanitation workers have reportedly been engaged over the past week to accelerate cleaning operations and restore civic services in affected neighbourhoods.

Assistance Extended Beyond Directly Flooded Homes
Officials noted that relief has not been limited only to households where floodwater entered homes. In certain cases, residents living on upper floors who were unable to attend work because of the flooding and disruption to normal life have also been considered for assistance if their livelihood was affected.
This broader approach reflects the government’s effort to address not only physical damage but also the economic impact experienced by families and workers during the flood emergency.
